KRATKA VSEBINA | Razvoj neprofitno-volonterskih organizacij, vsake posamezne in vseh skupaj, definiramo kot tesen preplet treh procesov:procesa profesionalizacije, procesa etatizacije in procesa komercializacije. V članku pojasnjujemo kompleksne odnose med tremi procesisamimi in njihove učinki na formalni volontarizem, ki je za mnoge temeljna odlika NVO. Odgovoriti poskušamo tudi na vprašanje, zakaj proces profesionaliziranja NVO temelji v nekaterih družbah predvsem na njihovi etatizaciji, v drugih družbah pa bolj na njihovi komercializaciji. Temeljnaugotovitev je, da oba procesa, procesa etatizacije in komercializacije, krepita tendenco k profesionaliziranju organizacij, vsi trije procesi skupaj pa spreminjajo vlogo in pomen volonterjev v organizacijah. Še več, logika delovanja konservativno-korporativističnega sistema blaginje je tista, ki opravičuje etatizacijo NVO, prek nje pa omogoča, zahteva in krepiproces njihove profesionalizacije in posredno spreminja mesto in vlogo volonterjev v njih; logika delovanja liberalnega sistema blaginje pa je tista, ki usmerja NVO k trgu, tako ne le omogoča njihovo profesionaliziranje, ampak zahteva celo njihovo specializiranje in zato posredno oži prostor za sodelovanje volonterjev. // Three processes represent the growth and development of nonprofit-voluntary organizations. These are the processes of professionalisations, etatisation (governmentalisation) and marketisation. The article first examines the complex relations between the three processes and formal volunteerism, which is (for many scholars) one of the distinctive features of NVOs. The author attempts further to answer the question of why professionalisation of NVOs is in some societies based more on their etatisation (governmentalisation) while in others it depends on the 'marketisation' process. The findings show that both, the etatisation and marketisation processes, strengthen the tendency of professionalisation, and that all three together change the role and position of volunteers within NVOs. Whatis more, it is the logic of conservative-corporate type of welfare system that primarily justifies the utilization of NVOs by governments (the etatisation process), facilitates, requires and strengthens their professionalisation and changes the role and the position of volunteers within the NVOs; and it is the logic of liberal type of welfare system thatturns NVOs toward the market (marketisation process), facilitates their professionalisation, requires specialization of roles and narrows the spacefor voluntary action. |
